    摘要:

    随着电力体制改革的深入,电力需求侧管理的成熟,储能产业的快速发展,国家和政府也出台相应的政策,积极鼓励分布式储能设备充分利用需求响应资源,主动参与电网的调峰、调频、旋转备用、黑启动及需求响应等辅助服务。针对目前用户侧储能资源闲置、分布式储能设备没有得到充分利用的问题,结合国内外分布式储能设备参与辅助服务及需求侧响应的相关政策和研究成果,考虑陕西省实际情况,在科学性和可实施性相结合的原则下,提出用户侧分布式储能设备响应电网调度的运行机制和营业模式创新的相关建议,推动加快建设辅助服务市场,带动储能产业快速发展。

    Abstract:

    With the deepening of the power system reform, maturity of DSM and the rapid development of energy storage industry, the government and state have promulgated corresponding policies to actively encourage distributed energy storage equipment to make full use of demand response resources and take the initiative to participate in peak load regulation, FM, rotary backup, black start and demand response and other ancillary services. In view of the fact that energy storage resources in the user side of Shanxi Power Grid are generally idle at present, the distributed energy storage equipment is not fully utilized. Combining the related policies and research results of the distributed energy storage equipment participating in auxiliary services and demand-side responses at home and abroad, Considering the actual situation of Shaanxi Province, under the principle of combination of scientificity and feasibility, this paper puts forward the suggestion on the operating mechanism and business model innovation of grid-connected distributed energy storage equipment on user side in Shaanxi Power Grid, and accelerates the construction of auxiliary service market and promotes the rapid development of energy storage industry.
