      针对第三监管周期最新电价政策下用户侧储能的优化配置问题,以变压器容量在100 kVA—315 kVA、可自由选择电价模式的一般工商业用户为研究对象,提出了考虑多种电价模式的用户侧储能优化配置方法。首先,对最新的电价政策进行分析解读作为后续模型构建的依据;接着,分别在两部制电价按需量计费、两部制电价按容量计费、单一制电价3种模式下建立了储能的优化配置模型,通过3种模式的对比从中选择经济性最高的储能配置方案;最后通过算例仿真对所提方法的有效性进行了分析验证。所提方法对大工业用户及其余一般工商业用户也同样适用,只需要对所提方法作相应简化即可。

      To address the problem of optimal configuration of user-side energy storage under the latest tariff policy in the third regulatory cycle, a user side energy storage optimization configuration method considering multiple tariff modes is proposed for general industrial and commercial users with transformer capacity ranging from 100 kVA to 315 kVA and free choice of tariff modes. Firstly, the latest tariff policies analyzed and interpreted are as the basis for subsequent model construction. Secondly, optimization configuration models for energy storage are established under 3 modes:two-part tariff based on demand, two-part tariff based on capacity, and single tariff. The most economical energy storage configuration scheme is selected through the comparison of the three modes. Finally, the effectiveness of the proposed method is analyzed and verified through numerical simulation. The proposed method is also applicable to large industrial users and other general industrial and commercial users, which could be seen as a simplification of the proposed method.
